Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to fall hazards:
(a) Jobsite;  On or about June 26, 2000, employees were working from a JLG
Sizzor aerial
lift, model CM2033, when it tipped over.  The following deficiencies
existed: the aerial lift
was not positioned on a firm, level and uniform surface; instruction and
warning placards were
either missing or painted over; and control devices were not legible due
to paint overspray.
Among other methods, one feasible and acceptable abatement means to
correct this hazard is to follow the
guidelines set forth in the JLG "Operators & Safety Service & Maintenance
Illustrated Parts Manual, the JLG
"Operation and Safety Handbook, and the American National Standards
Institute, ANSI/SIA A92.6-1990,
"Self-Propelled Elevating Work Platforms" standards.
