Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the condition(s) listed below:
Reed Exposition located at South Plains Fair Grounds, Lubbock, Tx on or
about September 21,
1999.
Reed Exposition had not instituted a fall protection program for its
employees who work at
heights of as much as 63 feet above ground level. Employees are required
to climb the structures
of the rides such as the Super Loop and Ferris Wheel during the erection
and dismantling of the
various rides. Employees are exposed to various fall hazards during this
process.
