Section 5(a)(1) of the Act:  Each employer shall furnish to each of his
employees employment
and a place of employment which are free from recognized hazards that are
causing or are likely
to cause death or serious physical harm to his employees:
Employees operating the ISOM unit north were exposed to the hazard of
fire and explosion
posed by the release or accumulation of flammable hydrocarbons:
Feasible and useful abatement methods, for reducing this hazard, among
others, are:
1.  The utilization of Lower Explosive Limit detectors, such as in the
API unit of the same
refinery, to detect increased concentration levels of flammable
hydrocarbons.
2.  The ability to automatically "shut down" the operating unit and "take
to flare" flammable
hydrocarbons from inside the control house.
3.  Activate a Refinery Corrosion Team in which employees will be
completely
knowledgeable
of the functions and processes involved in all the units throughout the
plant.
4.  Investigate the use of two individuals per unit operating house,
where one employee operates
the unit inside the control house and the other individual visually
observe the operations of the
unit from the
