Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)on or about February 3, 1994 when an employee was struck by a truck when the employee was working at the edge of the road. The employee did not have the traffic safety vest on that would make him more visible to traffic. Among other methods, one feasible and acceptable method for abatement is to require and instruct employees to wear safety traffic vest when working within 20 feet of any road or
