Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)west side of the roof where an employee was observed working at the edge of the roof and he was not protected by any type of fall protection system. He was hoisting materials up to the roof with a rope. Hazards: fall of approximately 17 feet. Among other methods, one feasible and acceptable method for abatement is provide safety belts and life lines for employees to use when working at elevation.
