21 VSA Chapter 3, Section 223(a), Section 5(a)(1) of the Occupational
Safety and Health Act
of 1970:  The employer did not furnish employment and a place of
employment which were free
from recognized hazards that were causing or likely to cause death or
serious physical harm to
employees in that employees were exposed to unacceptable risk from
exposure to electrical
hazards without adequate safeguards:
Location:  Burke Mountain Substation.
Violation:  An employee standing on a wooden stepladder while attempting
to replace a post
insulator, was exposed to electrical lines and equipment, energized at
7200 volts to ground, that
were not guarded with approved insulating hoses, hoods and blankets.
Among other methods,
one feasible and acceptable abatement method to correct this hazard is to
require employees to
implement the testing and grounding procedures, set forth in the
Lyndonville Electric's Safety
Instruction Manual for lines energized at potentials above 5000 volts,
prior
to working with
deenergized
lines and equipment.
