General-duty citation text

Section 27-a(3)(i): The employer did not furnish employment and a place of
employment
which were free from recognized hazards that were causing or were likely
to cause death or
serious physical harm to employees in that employees were exposed to the
hazard of being
struck by a falling vehicle, in the event of hydraulic failure of the twin
post, Rotary Lift,
hydraulic vehicle lift, Model #AF70E, Serial # n/a, while servicing
vehicles. Among other
methods, one feasible and acceptable abatement method to correct this
hazard is to equip the
lift with a mechanical device to hold the lift in the fully extended
position as recommended
by the American National Standards Institute and the Automobile Lift
Institute in the industry
consensus standard ANSI/ALI B153.1: "Safety Requirements for the
Construction, Care and
Use of Automobile Lifts". The device should have a strength factor of not
less than three,
based on the rated load capacity of the lift:
a) The two twin post, Rotary Lift, hydraulic vehicle lifts in the highway
garage
are not
equipped with positive stops when the posts are fully extended - crushing
hazard.
