General-duty citation text

NYSLL Article 2, Section 27(a)(3a)(1):  The employer did not furnish to
each of its employees,
employment and a place of employment which is free from recognized hazards
that are causing
or are likely to cause death or serious physical harm to its employees and
which will provide
reasonable and adequate protection to the lives, safety or health of its
employees:
a.)NYSDOCS Washington Correctional Facility - Employees were
exposed to the hazard of being assaulted by inmates during the
performance of their assigned work activities without a program
addressing locking procedures in the facility.  These procedures
were not stipulated in writing, not communicated to affected staff,
and not reviewed for effectiveness.
The employer shall:
A.Establish a written locking procedure for all doors
in the hospital where inmates interact with staff.
B.Re-evaluate hospital post orders and procedures for
insuring the location of inmates.
C.Effectively communicate these procedures to staff
through training, memorandum, or other effective
measures.
D.Conduct periodic inspections, reviews, or follow-
ups as necessary to assure the ongoing use and
effectiveness of the procedures or programs
established.s
