Title 40.1-51.1.(a) Code of Virginia:  The employer did not furnish
employment and a place of employment which were free from
recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that:  At 10414 Willow Crest
Ct., Vienna, VA. 22182, Hunter Mill Estates.  The employer did not
insure that each employee read and understand the safety
instructions outlined in the Echo Safety Manual for Grass/Weed
Trimmer and the Scag Power Equipment Operator's Manual for Model SW
36 & 48 Scag Walk Behind Power Lawn Mowers.  The employer did not
provide proper training and instructions to the employees
pertaining to hazard control, accident prevention and safe
operation of the equipment.  All employees did not read and
understand the Manufacturer's Equipment Operators and Safety Manual
for the Power Lawn Mowers and the Grass/Weed Trimmers.
One feasible and acceptable abatement method among others to
correct this hazard is to comply with the Manufacture's Operators
Manual for the Scag Power Lawn Mowers and the Manufacture's Safety
Manual for Echo Grass/Weed Trimmers

Equipment Operators Manual on page 1 and the Safety Precautions in
the Echo Safety Manual on page 3.
