Section 31-370(a) of the Connecticut Occupational Safety and Health Act:
The employer did
not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of falling off and/or being struck by
refuse collection
vehicles operating in reverse:
a)City employees were allowed to ride the rear riding steps of mobile
compactors
while the vehicle was backing up.
Feasible and useful measures for abating this hazard include but are not
limited
to the following.
1)Develop and implement a safety and health policy governing refuse
collection operations.
2)Prohibit employees from riding the rear steps of mobile
compactors any time the vehicle is operating in reverse.
3)Train the employees in safe work practices involving mobile refuse
collection vehicles.
