Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: At Hipodromo Ave. corner Fernandez Juncos, Santurce - while employee was cutting electrical cable with conductive scissors at substation, it came near exposed energized parts with 4,160 volts that caused an electric arc that made a flash over. The employee was burned performing the operation. The scissors used were No. 1 H.K. Porter P.C. No-0105MS. Hazard: Burns With electrical arc. Among other methods, one feasible and acceptable abatement method to correct this hazard is to provide insulated tools and/or improve insulating techniques. En Ave. Hipodromo esq. Fernandez Juncos, Santurce - mientras empleado estaba cortando cable electrico con tijeras conductivas en subestacion, las tijeras se acercaron a partes enegizadas a 4,160 voltios que causo un arco electrico que provoco un "flash over". El empleado se quemo realizando la operacion. La tijera usada fue la num. 1 H.K. Porter P.C. Num-0105MS. Riesgo: Quemaduras con arco electrico. Entre otros, un metodo factible y aceptable de corregir este riesgo es de proveer herramientas con aislacion y/o mejorar tecnicas de aislacion.
