There are feasible engineering, administrative and medical approaches to
prevent occurances of cumulative trauma disorders. Among other methods,
a feasible and acceptable abatement program to reduce cumulative trauma
disorders would include the following:
1) In all affected departments:
a) Education and training of employees in the recognition of the
ergonomic stressors present in their jobs. Training in symptom
recognition of cumulative trauma disorders and training in the
postures, stretches, workstation adjustments and work practices
that are known to reduce the incidence of cumulative trauma
disorders.
b) Education and training for supervisors in the above. Supervisor
responsibility to note and correct poor work practices.
c) Elimination of overtime.
d) Elimination of the incentive system in the Papeterie and Bordering
Departments and reduction of the productivity quota in the Bay
State Finishing Room.
e) Mandatory, frequent (hourly) rest breaks for all exposed
employees.
f) Rotation of workers among jobs that require the use of different
muscle groups and are not themselves the cause of repetitive
motion injuries.
g) Allow new or reassigned employees to condition their muscle/tendon
groups prior to working at full capacity (a capacity which has
been determined to be safe and cause no adverse effects).
h) Set up a medical management program to monitor employees and
prevent early symptoms from progressing to injuries. This program
should include: encouraging early reporting of injuries and
disorders; instituting a formal, documented, tracking and
surveillance program to monitor injury trends in the plant;
providing adequate treatment of ergonomic related cases, including
not reassigning employees to a job until it has been modified to
minimize the hazards that resulted in the injury; allowing
adequate time off for healing after surgery or other intervention;
and utilizing physical therapists and/or myotherapists to develop
and implement conservative treatment measures upon detection of
early symptoms.
i) Hiring of a properly trained ergonomic consultant to: review all
OSHA and other recommendations made; perform a systematic
evaluation with regard to existing and new work practices and
workstation design for all operations with cumulative trauma
disorder hazards; recommend engineering and administrative control
to reduce or eliminate ergonomic stressors; assist in implementing
the recommendations; evaluate the effectiveness of the controls
implemented; ergonomically assess new equipment or workstation
layout in the planning stages before exposing employees to
potential cumulative trauma stresses.
j) Set up an ergonomics team consisting of members from management,
engineering, safety, medical and exposed employees to: evaluate
health data; determine job analysis priorities and intervention
strategies; and evaluate and modify intervention strategies.
2) In the Bordering Department, Stationery Mill:
a) Redesign bone fanning tool.
b) Redesign inking block; investigate feasibility of mechanical
brushing device.
c) Redesign workstation with slanted work surface and eliminate
reaches.
d) Investigate feasibility of a vacuum or electrostatic device to
hold down paper while applying ink.
e) Continue to investigate automation of bordering operation.
3) In the Papeterie Department, Stationery Mill:
a) Redesign work stations to eliminate excessive reaches.
b) Investigate spring loaded stacking device to hold boxes which
raise them to table level as boxes are removed.
c) Evaluate feasibility of providing finger cots or gloves to
decrease forces while gripping material.
d) Provide adjustable and tiltable fixture to hold material while
inserting plastic covers on boxes.
e) Provide ergonomically designed chairs wtih arm rests and height
adjustable and tiltable work stations.
f) Provide turntable or other redesign to reduce operator reaches
while setting aside completed materials.
g) Pad edges of tables.
h) Investigate feasibility of providing a mechanical fixture for
automatic looping.
i) For drop-ins:
1) Provide spring loaded tables so work surface and material
heights can be kept at waist level.
2) Train operators to press with palm ofhand rather than thumb.
j) Evaluate feasibility of purchasing box covers slightly larger is
size to facilitate boxing.

spent on the most hazardous jobs through engineering controls
and modification of the schedule.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Employee #1, in the Stationery Mill Bordering Department was exposed
to excessive ergonomic stress caused by repetitive hand, wrist and
arm motions resulting in disabling cumulative trauma disorders to a
significant number of individuals. Many recommendations made by the
employer's insurance company and by several consultants hired by the
employer were either not implemented at all or were not implemented
in a timely fashion. Cases of carpal tunnel syndrome, tenosynovitis,
tendonitis, bursitis, ganglions and other strains to the hands,
wrists, arms and shoulders were recorded on the OSHA Form No. 200.

There are feasible engineering, administrative and medical approaches to
prevent occirrences of cumulative trauma disorders.  Among other methods
a feasible and acceptable abatement program to reduce cumulative trauma
disorders would include the following:

1)  In all affected departments:
%%
(a)  Education adn training of employees in the recognition of
the ergonomic stressors present in their jobs.  Training in
symptom recognition of cumulative trauma disorders and training
in the postures, stretches, workstation adjustments, and work
practices that are known to reduce the incidence of cumulative
trauma disorders.
(b)  Education and training for supervisors in the above. Supervisor
responsibility to note and correct poor work practices.
(c)  Elimination of overtime.
(d)  Elimination of the incentive system in the Papertie and Bordering
Departments and reduction of the productivity quota in the Bay
State Finishing Room.
(e)  Mandatory, frequent (hourly) rest breaks for all exposed
employees.
(f)  Rotation of workers among jobs that require use of different
muscle groups and are not themselves the cause of repetitive
motion injuries.
(g)  Allow new or reassigned employees to condition their muscle/tendon
groups prior to working at full capacity (a capacity which has
been determined to be safe and cause no adverse effects).
(h)  Set up a medicl management program to monitor employees and
prevent early symptms from progressing to injuries.  This program
should include:  encourgaing early reporting of injuries and
disorders; instituting a formal, documented, tracking and
surveillance program to monitor injury trends in the plant;
providing adequate treatment of ergonomic related cases, including
not reassigning employees to a job until it has been modified
to minimize the hazards that resulted in the injury; allowing
adequate time off for healing after surgery or other intervention;
and utilizing physical therapists and/or myotherapists to develop
and implement conservative treatment measures upon detection of
early symptoms.
(i)  Hiring of a properly trained consultant to:  review all
OSHA and other recommendations made;  perform a systematic
evaluation with regard to existing and new work practices and
workstation design for all operations with cumulative trauma
disorder hazards; recommend engineering and administrative controls to
reduce or eliminate ergonomic stressors; assist in implementing the
recommendations; evaluate the effectiveness of the controls implemented;
ergonomically assess new equipment of workstation layout in the
planning stages before exposing employees to potential cumulative
trauma stresses.

(j)  Set up an ergonimic team consisting of members from management,
engineering, safety, medical and exposed employees to: evaluate
health data; determine job analysis priorities and intervention
strategies; and evaluate and modify intervention strategies.

2)  In the Bordering Department, Stationery Mill:
(a)  Redesign bone facing tool.
(b)  Redesign inking block; investigate feasibility of mechanical
brushing device.
(c)  Redesign workstation with slanted work surface and eliminate
reaches.
(d)  Investigate feasibility of a vacuum or electrostatic device to
hold down paper while applying ink.
(e)  Continue to investigation automation of bordering operation.

3) In the Papeterie Department, Stationery Mill:

(a)  Redesign work stations to eliminate excessive reaches.
(b) Investigate spring loaded stacking device to hold boxes which
raises them to table levle ad boxes are removed.
(c)  Evaluate feasibility of providing finger cots or gloves to
decrease forces while gripping material.
(d) Provide adjustable and tiltable fixture to hold material while
inserting plastic covers on boxes.
(e) Provide ergonomically resigned chairs with arm rests and height
adjustable and tiltable work stations.
(f) Provide turntable ot other redesign to reduce operator reaches
while setting aside completed materials.
(g)  Pad edges of tables.
(h) Investigate feasibility of providing a mechanical fixture for
automatic looping.
(i) For drop-ins:
1) provide spring loaded tables so work surface and material
heights can be kept at waist level.
2) train operators to press with palm of hand rather than thumb.
(j) Evaluate feasibility of purchasing box covers slightly larger
in size to facilitate boxing.
(k)  Begin an investigation aimed at decreasing the continuous time
spent on the most hazardous jobs through engineering controls
and modification of the schedule.
