Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of a 20 foot fall from the roof edge to the concrete surface below: a) Employees were engaged in an asbestos removal operation on the roof of the boiler building at St. Joseph's Hospital in Patterson, NJ on or about April 17, 1989 without fall protection of any kind. One feasible and acceptable abatement method to correct this hazard would be the construction and placement of a wood guardrail at the edge of the roof, other feasible and acceptable abatement methods include the use of safety belts and lifelines.
