Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to fall hazard in event of displacement of work platform:
a)  Whitpain Shopping Center Construction Site - Employees
installing plywood sheeting to the exterior of a parapet
on the building face worked from the platform of a
Strato-lift aerial work platform (Model DR-20, Serial
#1265).  The platform was raised to heights of up to
approximately 15 feet.  The stabilizers were not utilized,
thus exposing employees to injury in the event of
overturning of the work platform.
Among others, one feasible and acceptable abatement means is
to ensure that the stabilizers are fully extended and pinned before
using the platform.
