Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Excessive risk of body mechanical (musculoskeletal) injuries in
production areas where lifting, pushing and/or pulling of heavy
items are required. In the foundry, workers push heavy ladles of
molten metal suspended from an overhead track, lift heavy objects
during furnace charging and molding operations, and/or move heavy
barrels of castings by pushing hand carts. In the grinding room and
cutting room, workers push heavy drums of castings with hand carts.
In 1987, there were 9 sprain/strain type injuries due to these
exposures, in the first 5 months of 1988, there were 3, and in
1986, there were 5.
Among other methods, a feasible and useful method to correct the hazard
is the periodic comprehensive training and supervision of all employees
in body mechanics, manual lifting and team lifting techniques and in
utilization of lifting and movement assistance devices.
Step 1: Implement a training program in body mechanics and lifting
techniques for all employees exposed to the hazards as an
interim measure.
Step 2: Submit to the Area Director a written detailed plan of abatement
outlining a schedule for the implementation of engineering and/
or administrative measures to control employee exposure to
injuries as referenced in this citation. The dates for the
following actions which are consistent with the abatement dates
required by the citation:
a) Evaluation of the conditions, locations, and the employees engaged at
the onset of the injuries.
b) Evaluation of applicable control measures.
c) Periodic training of employees in the applicable control measures.
d) A monitoring method to assure effective utilization of the control
measures.
Step 3: Correction shall be completed by the implementation of the
detailed plan of abatement.
