Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
burns from fire/explosions involving the accumulation of natural gas
inside enclosures during compressor/gas smell tending operation:
a) Magee compressor site, Willey Road, MIll Village, PA - Workers
attempting to start the compressor located inside a wooden shed
created a spark which ignited natural gas that accumulated inside
from a series of attempts to start the compressor.  The compressor
scrubber, high line relief valve, and starter relief valves were
shed.
Among other methods feasible and acceptable abatement methods to correct
this hazard would be to established an annual employee training and
education program which covers recognition of hazards peculiar to their
jobs; and ensure compressor in sheds with componet parts that may
release flammable gas and/or flammable/combustible distillates be
ventilated to the outside so as to prevent accumulations which might
create or increase fire hazards.
