Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm in that employees were exposed to fall hazards:
a.   IN THE WORKPLACE:  242 E. Main Street, Gouverneur, NY.,
employees standing on the top step and on the second
from top step of a 6 foot Werner aluminum step ladder,
model #366 with a duty rating of 225 lbs. in order to
change the gas prices on a fixed sign.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to:
1)   Obtain a proper height step ladder to reach the sign so
that user will stand below the top step and second from
top step.
2)   Utilize a long handled pole with attachment to change
gas prices from ground level.
