Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: hot water at or near the boiling temperature when manually removing the heads and or covers on pressure vessels, before reducing internal pressures to a safe location and Operators and Supervisors charged with operating the Spray Tower equipment were not familiar with established safety precautions during Spray Tower Operations: a) Derivative Spray Tower Area, employees doing washout operations; 4-26-88. AMONG OTHER METHODS. ONE FEASIBLE AND ACCEPTABLE METHOD OF ABATEMENT TO CORRECT THIS HAZARD IS TO: Reduce the internal pressures to zero by venting them to a safe location and to provide a device to warn the operator that the internal pressure has been reduced to zero before attempting to remove the manway cover on the pressure vessel, and to assure that all employees are familiar with established company standard operating procedures and related safety precautions, and that they are strictly enforced.
