Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not finish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about 9:30 a.m., July 18, 1988 and at times prior to, employees
felling trees on the Skookumchuck Timber Sale, south of Grangeville,
Idaho, were working approximately 135 feet apart in an area where
trees were at least 150 feet high. Employees were exposed to the
hazard of being struck by falling trees.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to:
1) Establish a formal written safety program to cover felling procedures
and other logging operations.
2) Establish a formal training program to better inform employees of
safe logging procedures.
3) Establish procedures to maintain a minimum of two tree lengths
betweens fallers.
4) Maintain strict supervision and enforcement of all safety and health
rules.
