Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to steam of approximately 400 degrees, therefore exposing employees to burns of first, second, and third degree: a) On or about 6/01/90 at the Coke Oven "A" Quench Station, Bethlehem Steel: Employees were assigned to work in the quench tower without the quench car electrical source being locked out of service. One feasible and acceptable method, among others to correct this hazard is to implement lockout procedures.
