Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
falls from an elevation while working from platform elevated approximately
15' above the adjacent floor area on the forks of a lift truck.
a)  Granulation area of main plant - Platform elevated on the forks
of a lift truck was not secured to the lifting carriage and/or
forks, nor was the platform equipped with guard railings that
protected the entire platform, nor was the employee working from
the platform tied off.
Among other methods, one feasible and acceptable abatement method
to correct the hazard is:
1)  The safety work platform is to be secured to the forks or most
of the fork lift.
2)  The safety work platform is to be outfitted with guard railings
consisting of a top rail, midrail and toboard on all open sides
of the platform or means are to be provided to allow the employee
in the work platform to tie off:
