GALLON BLEACH STORAGE TANKS ONTO THE FLOOR OF THE CHEMICAL CONTROL
ROOM IN THE BASEMENT OF THE ANNEX BUILDING THROUGH A BREACH IN THE
CONTAINMENT DIKE SURROUNDING THE TANKS.  RELEASE OF 14SODIUM
HYPOCHLORITE SOLUTION FROM OUT OF THE CONTAINMENT ONTO THE FLOOR
OF THE CHEMICAL CONTROL ROOM WOULD INCREASE THE GENERATION OF
CHLORINE GAS FROM THE SPILL AND CORRESPONDINGLY INCREASE THE
HAZARDS TO THE RESPONDING PERSONNEL OF EXCESSIVE CHLORINE GAS
EXPOSURE PLUS ACCIDENTAL SKIN AND EYE CONTACT WITH THE INDUSTRIAL-
STRENGTH LIQUID BLEACH.  AMONG OTHER METHODS, ONE FEASIBLE AND
ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO SEAL THE
HOLE THROUGH THE DIKE THROUGH WHICH THE LIQUID BLEACH FEED PIPE
PASSES.
