Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to an approximate 10 foot fall hazard when climbing over the guardrails of the work platform to gain access to mobile home roof(s): a) Metal Area - Employees climb over platform guardrails and acrossa gap of approximately one foot, approximately 10 feet in the air, to gain access to the home's roof, on or about November 22,1989. Among other methods, one feasible and acceptable abatement method to correct his hazard is by providing properly guarded accesses and to prohibit this practice of climbing over existing guarding.
