General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were free
from recognized hazards that were causing or likely to cause death or serious
physical harm to employees in that employees were exposed to a serious fall
hazard:  a)  Wimbledon Lot 16 Staircase - An employee was wearing 24 inch high
aluminum stilts and was walking on a eight (8) inch wide plank, exposing them
to a 80 inch fall hazard,                 on or about April 7, 1992.
ABATEMENT NOTE:
Among other methods, one feasible and
acceptable abatement method            to correct this hazard is to ensure
proper fall protection and               guardrailing when working at heights
such as on scaffolding.  The            practice of using stilts should be
prohibited to raise the working           height of scaffolds, which offers no
fall protection.
