Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazards of fire/explosion:
a.  Grinding/Sanding Area Near Welding Area - No collection of
aluminum dust was provided when aluminum workpieces were being
ground/sanded.
b.  Timesaver Speedbelt Sander - The dry, bag-type dust
collection system was located inside of the building; it was
used for steel as well as aluminum; the debris (dust, etc.) was
not disposed of on a daily basis; the unit was not equipped with
explosion vents.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable
means of abatement to correct the hazards is to install an aluminum
dust collection system in accordance with NFPA 65 - Standard for
Processing and Finishing of Aluminum.
