Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazards of equipment sliding off of the trailer and/or
overturning and crushing employees:
a.  Yard - Employees load and unload equipment such as wheeled
excavators onto and off of trailers without the use of ramps
and while the trailer is covered with ice and snow.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable
means of abatement to correct the hazards is to utilize trailers
incorporating ramps when the trailer has been cleared of ice and snow.
