Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and
a place of employment which were free from recognized hazards that were
causing or likely to cause death or
serious physical harm to employees in that employees in the calcium
carbide storage and charging rooms were
exposed to a fire/explosion hazard when calcium carbide containers were
allowed to accumulate ice in a
nonweather-tight
room and adequate precautions were not taken to prevent the
possibility of the ice still being present
when the containers were opened.  If water and calcium carbide were to
contact one another, flammable and/or
explosive acetylene gas would be accidentally generated in a uncontrolled
manner.
Among other methods, some feasible and acceptable abatement methods to
correct this hazard are the following:
1.  To design a closed system; or
2.  To assure as far as possible that water/ice does not enter the open
system by taking the following steps:
a) Fully weather tighten the area in which the calcium carbide is stored;
b) Provide adequate heat in both the calcium carbide storage and charging
rooms;
c) Monitor the calcium carbide storage and charging rooms for moisture
content;
d) Instruct employees to check all containers for ice and water and to
remove all ice and water
found prior to bringing any of the containers into the charging area;
e)  Conduct employee training in the awareness, identification and control
of the hazards and instruct employees to not operate the facility if there
were to be a water or icing

heat conditions,
increasing the hazard of severe burns to the skin.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to provide all employees with clothing which is in compliance with NFPA
1975, such as fire
resistant clothing, Proban or Nomex flame resistant
