Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
hand/arm (segmental) vibration in excess of the established 8-hour
Threshold Limit Value (TLV) of 4 meters per second squared (m/s2) which
may cause permanent circulatory and neurological disorders:
a) Main Production Area - an employee, at sanding machine #3, polishing
the surface of unfinished aluminum baseball bats, a task which
required the operator to grasp a bat with both hands and manipulate
and guide the bat as the bat is in contact with an abrasive rotating
belt, was exposed to segmental vibration of the left hand at an
8-hour time weighted average (TWA) of 9.0 m/s2, and and 8-hour TWA of
12.5 m/s2 for the right hand.  Observed 03/22/89.
b) Main Production Area - an employee, at the shaker machine, performing
a task which requires the operator to manually insert the handle end
of an aluminum baseball bat into a horizontally orientated vibrating
cylinder while manually grasping it on the other end, was exposed to
segmental vibration of the left hand at an 8-hour Time Weighted
Average (TWA) of 15 meters per second squared (m/s2), and an 8-hour
TWA of 16 m/s2 for the right hand. Observed 03/22/89.
The Threshold Limit Value (TLV) was established to prevent the
cause of vibration syndrome, a condition also known as Vibration
White Finger (VWF) and as Raynaud's disease or syndrome.  Exposure
to excessive vibration has adverse circulatory and neurologic effects
in the finger;  the signs and symptoms include numbness, pain and
blanching.
1) Determine vibration exposure times and introduce work breaks to
avoid constant, continued vibration exposure.
2) Inform workers using vibratory equipment of the symptoms of
vibration syndrome.
3) Advise workers to keep hands warm and dry and ensure that workers
wear appropriate gloves (multiple pairs if necessary). Antivibration
gloves are recommended.
4) Instruct workers in safe practices regarding vibratory tools and
equipment. The workpiece of tool should be held as lightly as
possible while working safely and maintaining control. Also the
workpiece should rest on a support as much as possible, if feasible.
5) Substitute or change the work process or procedure to reduce
segmental vibration exposures.
6) Follow recommendations as proposed in the NIOSH Current Intelligence
Bulletin 38 "Vibration Syndrome".
