Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to a fall
hazard:
a)  Renaissance Masonry Restoration and Construction, 1100 Lincoln
Ave. Prospect Park, Pa. West Side - an employee was observed
utilizing a ladder to set up a ladder jack scaffold, for brick
pointing operations.  The height was approximately 13 feet above
floor level.  Employees was without the benefits of a safety belt
an lanyard or equivalent fall protection.  Observed 4/30/92
A FEASIBLE AND USEFUL MEANS OF ABATEMENT, AMONG OTHER METHODS,
WOULD BE FOR EMPLOYEES TO BE PROCTECTED BY SAFETY BELTS AND
LANYARD OR EQUIVALENT FALL PROTECTION.

29 CFR 1926.28(a):    Appropriate personal protective equipment was not     w
by employees in all operations where there was exposure to hazardous con-
ditions:
a)  Renaissance Masonary Restoration and Construction 1100 Lincoln
Ave. Prospect Park, Pa. West Side - an employee was utilizing a
ladder to set up a ladder jack scaffold the height was
approximately 13 feet above the floor level.  Employee was without
the benefits of a safety belt and lanyard or equivalent fall
