Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees:
a)  On or about 11-30-93, the employer allowed ten welders to
weld under the 534C6 frames weighting 3585 pounds without any
additional support thereby exposing employees to a struck by hazard.
Among other methods, a feasible and acceptable abatement method to
correct this hazard is as follows:
FEASIBLE ABATEMENT 1:  The employer shall prohibit employees
from working beneath the frame or provide a safe method and assure
that devices such as, but not limited to, the utilization of
fabricated steel horses, heavy-duty adjustable jack stands, and or
heavy-duty fixed height stands to provide additional support of the
frame while welders are working under frame to perform overhead welds
in case of equipment failure to ARONSON Geared Elevation Positioners
and,
2:  The employer shall develop written procedures for the ARONSON
Geared Elevation Positioner and train each welder in the safe and
correct methods to position equipment prior to welding.  Training
also shall include employees to never work under frames to perform
any overhead welding if the equipment is not supported by some
additional supporting device as stipulated in FEASIBLE ABATEMENT No.
1.
