Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or were likely to cause death or serious physical harm
to employees in that
employees were exposed to:
(a) High airborne levels of Refractory Ceramic Fibers. The Exposure
Guideline established
by the Refractory Ceramic Fiber Coalition (RCFC) is 1.00 fibers per cubic
centimeter (f/cc)
as an 8-hour Time Weighted Average (TWA). On February 27, 1997, an
employee who was
performing routing on Duraboard was exposed to an 8-hour TWA airborne
Refractory
Ceramic Fiber concentration level of 1.29 f/cc, which exceeds the
Guideline by a factor of
1.29.
Feasible engineering controls would include, but not necessarily be
limited to the following:
(1) Constructing a ventilated partial enclosure for the Duraboard routing
work
station; or (2)
Attaching a vacuum hose to the router so that fibers are captured very
close to the point at
which they begin to become airborne.
