Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that:
a) Employees were exposed to being struck by falling crane parts and
being crushed between cranes, and/or knocked off of cranes during
accessing while overhead cranes not in use were pushed or engaged
by other overhead cranes in Building 10, locomotive final assembly,
Stations 1 thru 5 without an operator in the crane being engaged
(pushed), uncontrolled drifting may cause it to strike another crane.
Among other methods, a feasible and acceptable abatement method, among
other methods is:
a) When an operator is ordered to engage with a push other cranes is to
establish and enforce a program of proper warnings and communications
to other crane operators and/or workers below.
