Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment ans a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazards of inadequate illumination:
a) Mill 3, Bay A, Cut-off Saw Area - an illumination level of 26
footcandles were measured. Inadequate lighting, coupled with exposure
to fast moving machinery, and poor floor conditions leads to tripping
and crushing hazards and eye strain causing injuries or broken bones,
lacerations, crushed fingers, amputations and impaired eyesight.
Observed 4/9/86.
b) Mill 3, Bay B, Rack Area, Lathe #1 - an illumination level of 7
footcandles was measured. Poor illumination on a manuallymoving pipe
task, coupled with obstructions and debris on floor leads to tripping
and crushing hazards and eye strain causing injuries or broken bones,
lacerations, crushed fingers, amputations and impaired eyesight.
Observed 4/9/86.
c) Mill 3, Bay B, Hydrotester Area - an illumination level of 9
footcandles was measured. Employees were operating fast moving
machinery, performing repair and making adjustments on machinery.
Floor conditions were poor, resulting in tripping and crushing
hazards and eye strain, causing injuries or broken bones, lacerations
crushed fingers, amputations and impaired eyesight. Observed 4/9/86
e) Mill 3, Bay B, Bundling and Inspection Area - an illumination level
of 4-16 footcandles was measured. Employees manually move pipe along
racks, operate a blow gun to remove scarfing and a pipe bundling
machine. Conditions of floor is poor and debris covered. Conditions
expose employees to tripping and crushing hazards causing injuries or
broken bones, sprains, lacerations, crushed fingers and impaired
eyesight. Observed 4/9/86
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS
HAZARD IS TO REPAIR THE EXISTING LIGHT FIXTURES AND INSTALL ANY
ADDITIONAL LIGHT FIXTURES NECESSARY TO PROVIDE A MINIMUM ILLUMINATION
LEVEL OF 50 FOOTCANDLES.
