Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Nursing aids and attendent working throughout the facility
were exposed to work conditions which increased the possibility
of overexertion injuries, the injury and illness records for
1910 to 1992 document that overexertion injuries are common.
Employees lifting, transporting, turning or transferring patients
received 29overexertion injuriess in 1992, which was 81of
the total injuries.
Among other methods, one feasible and acceptable abatment method
include but not limited to:
(1)  Evaluate the conditions, locations and manual lifting
activities and techniques on a regular basis that employees are
using.
(2)  Employee training and educaton has not been adequate.
Provide additional ongoing training in body mechanics, lifting
techniques and back injuries.
(3)  Use a two (2) employee team when handling patients.
(4)  Utilization of lifting and movement assistance devices
to eliminate or improve condition should be examined.
