General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Burns from ignition of gas leaks from fires involving improper natural gas hose connections at the connection points of portable heaters, heating torches, and at the natural gas supply line. In various areas portable heaters, WP 3000 p.s.i., 1/2 inch rubber hose is connected to supply lines with screw type, slip on hose clamps. Among other methods, feasible and acceptable abatement methods to correct this hazard are to utilize piping/flexible hosing systems, connectors, and locate shutoff valves as stipulated by NFPA 54-1984 (ANSI Z223.1-1984) National Fuel Gas Code; ANSI Z21.2-1983 and ANSI Z21.2a-1985 Gas Hose Connectors for Portable Indoor Gas-fired Equipment, and ANSI Z21.45-1985 Flexible Connectors of Other Than All-Metal Construction for Gas Appliances. Safe practices would include: 1) Manual gas shutoff valves be placed at readily accessible points where the flexible connectors meet piping. 2) Only approved, flexible hose with approved connectors be used and not exceed 6 feet in length. Suitability can be achieved by either the hose/hose connector's manufacturer's approval for use with natural gas, or, the local gas utility's approval.
