Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm:
a.  Job site 245 Morrison Road, Columbus, Ohio:  On or about
January 22, 1993, three drivers working as construction laborers were
required to work on top of the open sand and aggregate metal bin
without a safe platform.  The platform did not have a guardrail, an
approved fall protection system or personal protective equipment, such as
an approved safety harness with life line  and lanyard to protect these
workers from critical fall hazards of thirty feet and sand and gravel
cave-ins while performing required job tasks of assisting roof workers.
These employees were required to work and stand on top of the aggregate
bin
and on sand and gravel to hand up plywood sheets to the roofing workers
who were on the roof deck.
Among the feasible methods that could be used to correct this hazard
are:
a.  Provide a work platform over the sand and aggregate bins with
an approved guardrail system.
b.  Provide a fall protection system which shall include, but not
be limited to, an approved safety harness with a life line and
lanyards.
