Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a falling hazard: a) Pennsylvania State University, Wilkes-Barre Campus, Bell of PA Building, Dallas, PA: employees were exposed to a 24" leading edge fall hazard; no safety belt or harness and lifeline was provided, October 3, 1989. AMONG OTHER METHODS SOME FEASIBLE AND ACCEPTABLE ABATEMENT METHODS TO CORRECT THIS HAZARD ARE: 1) Provide safety belts or harnesses and lifeline for each employee, or; 2) Provide a standard railing to inhibit falls from the edge of the building.
