Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to fall hazards:
a)  East Side of Building, 2nd Floor - an employee was standing
on the curtain wall of the building installing the frame for a
window with no fall protection, exposed to a fall of approximately
16 feet to the ground below.  Observed 4/28/92
b)  East Side of Building, 2nd Floor - an employee was standing
at the edge of the unguarded floor installing a window, with no
fall protection, exposed to a fall of approximately 14 feet to the
ground below.  Observed 4/28/92
ABATEMENT NOTE:  ONE FEASIBLE AND USEFUL MEANS OF ABATEMENT, AMONG
OTHERS, COULD BE TO FURNISH AND REQUIRE THE USE OF SAFETY BELTS
AND LANYARDS OR EQUIVALENT FALL PROTECTION
OR IN THE ALTERNATIVE
29 CFR 1926.28(a):    Appropriate personal protective equipment was not wor n
by employees in all operations where there was exposure to hazardous con-
ditions:
a)  East Side of Building, 2nd Floor - an employee was standing
on the curtain wall of the building installing the frame for a
window with no fall protection, exposed to a fall of approximately
16 feet to the ground below.  Observed 4/28/92
