Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Warner Robins Air Force Base (Depot Aircraft Hangar site)-During the
erection of the pre-fabricated structural steel for the North hangar
(64' eave height and 250 foor clear span), temporary bracing was not
installed on the North and South side walls, columns #5 through #11,
exposing employees to the hazard of being struck by falling materials
during structural collapse, on or about January 29, 1990.
Among other methods, one feasible and acceptable method to correct
this hazard is to permanently brace each beam prior to moving to the
next, or to provide adequate temporary bracing until the permanent
bracing is installed, according to the manufacturer's instructions.
