General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Water was allowed to drain into the bull ladle pit between furnaces A and B into the bull ladle pit between furnaces C and D causing the sand in the bottom of each pit to be wet presenting a potentially serious condition to exist, such as a violent water expansion explosion if molten metal was allowed to come into contact with the wet sand. One feasible and acceptable abatement method to correct this hazard would be to install a sump pump in the lowest place in the bottom of the pit to remove large quantities of water and line the wall with water sealant material(s) to prevent leaking of water through the walls.
