employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
(a)  On or about September 6, 1989, employee was exposed to the
driving with tree branches obstructing his view,  presenting an
unduly hazardous operating conditions.
Among other methods, one feasible and acceptable method to correct
this is strick enforcement of a policy prohibiting the practice
of allowing the tree branches to obscure the drivers view of the
road.
