Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that the employee education and
training program in the operation of plant chlorine systems did not
assure that a high degree of familiarity and competence in handling and
use procedures was maintained for routine and emergency situations.
Harmful effects of exposure to chlorine include marked irritation to the
skin, eyes, nose, throat and bronchi. Chlorine in high concentration
acts as an asphyxiant by causing cramps in the muscles of the larynx
(choking) and swelling of the mucous membranes followed by acute
respiratory distress.
Feasible methods of control include, but are not limited to:
a) Training, retraining and periodic drill in changing chlorine
cylinders and in shut-down procedures for chlorine systms including
valves and switches.
b) Training, retraining and periodic drill in the location, use and
application of emergency "A Kits" for capping leaks from chlorine
cylinders.
c) Routine inspections of emergency "A Kits" to insure that all
individual kit componenets are present and ready for emergency use.
d) Training, retraining and periodic drill in leak prevention and
detection for the plant chlorine system to include instruction in
procedures and action to be taken in the event of a chlorine leak.
