Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:crushing injury.  a)Lift area in the Southwest corner of
the auto repair shop
Department employees were required to work under fully extended lifts with
a failed locking
device which was controlled by a damaged lever control spring, thereby
subjecting the
employees to the possibility of being struck by a vehicle or caught
between a vehicle and the
floor if the automotive lift mechanically failed. A Safety Device shall be
provided to hold the
lift in the fully extended position at rated load capacity. One feasible
means of correcting the
hazard is to repair the broken lever spring so as to conform with the
specifications referenced
in ANSI B153.1 Section 3.1.10/1974. Violation observed on or about 12/2/97.
