Section 50-9-5(A), NMSA 1978 (New Mexico Occupational Health and Safety
Act):  Every
employer shall furnish to each of his employees employment and a place of
employment which
are free from recognized hazards that are causing or are likely to cause
death or serious physical
harm to his employees.
Employees are exposed to the hazard of explosion and fire from
propane-laden vehicles
being moved inside the repair facility before all LP-Gas has been removed
from the
cargo tank and piping and the system thoroughly purged, as required by
standard industry
practice and the applicable National Fire Protection Association, National
Fire Code.
Among other methods, one feasible and acceptable method includes but is
not limited to
establishing and training employees in the inviolable written requirement
that no LP
cargo vehicles will be moved inside any structure until all LP-Gas has
been pumped or
vapors flared and the tank purged with the appropriate inerting gas in
accordance
with
the National Fire Protection Association #58, Para 6-6.2.3 (c), entitled
Storage and
Handling of Liquified Petroleum Gases.
