NYSLL Art 2 Sec 27-a,3,a,1 The employer did not furnish employment
and a place of employment which was free from recognized hazards
that were causing or likely to cause death or serious physical harm
to employees in that employees were exposed to the hazard of being
caught under vehicles or the lift structure, or being struck by a
falling vehicle, in the event of hydraulic failure of the twin post
Weaver Hydraulic Automotive Lifts, Model EC105B, while servicing
vehicls in the bus garage.
a.  Among other methods, one feasible and acceptable abatement to
correct this hazard is to equip the lift with a mechanical device
to hold the lift in the fully extended position as recomended by
the American National Standards Institue and the Automotive Lit
Institute in the industry consensus standard ANSI/ALI B153.1
"Safety Requirements for the Construction, Care and Use of
Automotive Lifts".  The device should have a strength factor of not
less than 3, based on the rated load capacity of the lifts.
