Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from moving vehicles: JOBSITE: EMPLOYEES ARE BEING USED AS COUNTERWEIGHTS TO "STABILIZE" THE NEW HOLLAND SKID STEER MACHINE, WHEN THE BUCKET OR OTHER ATTACHMENTS ARE DISENGAGED AND THE MACHINE IS IN MOTION. AMONG OTHER METHODS, ON FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO PROHIBIT EMPLOYEES, OTHER THAN THE OPERATOR, FROM BEING ON THE MACHINE WHEN IT IS MOVING ANS/OR THE IMPLEMENT ARMS ARE IN MOTION.NT
