Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fire and explosion from construction equipment making contact with underground gas lines which had not been marked by the appropriate personnel. (a)391 Samuel Gorton Ave:On or about 11/18/96, while trenching operations were being performed by D'Ambra Construction Company, Providence Gas Company did not ensure that they marked or located a gas line prior to the start of work. Among other methods one feasible and acceptable abatement method is to establish a policy to assure that excavation work is delayed until the location of all gas lines are known or all feasible steps have been taken to locate the line up to and including the use of detection equipment.
