Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to hazards that could result in severe burns, concussions, multiple internal injuries and/or death from the hazard of inadequate or proper placement of the dust collection system where aluminum dust are collected and exhausted to a collection system(s) (bag house(s)) located within the facility. On or about July 8, 1997, in the aluminum grinding area (clean room), the bag houses for the aluminum dust were observed located within the grinding (clean) room. In several locations within the clean room signs were posted warning of the explosive nature of the dust. The primary material produced by this employer is the casting of aluminum, and the casts are then cut up and ground to specifications in this clean room. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install engineering controls such as those stipulated in NFPA 65-1993, Standard for the Processing and Finishing of Aluminum, NFPA 68, Guide for Venting of Deflagrations 1994. Essential engineering controls to control this hazard shall include, but not are necessarily limited to, the following: 1) The placement of dry-type dust collectors shall be located outside of buildings, and appropriate fire and explosion prevention measure will need to be evaluated as well. This includes: a) The dry-type dust collectors located in the clean room shall be placed outside of the building. b) All other requirements associated with this type of system will also be evaluated and placed in the system. Such items include fire detection and/or suppression systems, anti-flash back device(s), and other associated equipment as needed. NOTE: ABATEMENT DOCUMENTATION IS REQUIRED FOR THIS CITATION ITEM
