Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Falling from a elevated work platform(scissor lift) fifteen feet in the air. (a) Work site,Employee working in a scissor lift approximately 15 feet in height,he was observed standing on a wire reel to gain added height,he was not standing firmly on the floor of the lift and in addition the employee was not secured by a safety harness/lanyard. On or about 02/04/97 Abatement Notes: Among other methods,one feasible method to reduce the hazard is to (1)Train the operators to comply with the ANSI standard A92.6 which states personnel shall maintain a firm footing on the platform while working thereon unless they are secured by a safety harness/lanyard fixed to manufacture approved hard points.Use of railings or planks or ladders or any other device on the work platform not conforming to 14.3.3 for achieving additional height shall be prohibited.
