Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to: The hazard of falling.
(a) West side of the building, employee working in a scissor lift
approximately
40 feet in height, was observed standing on the first rung of the rails,
reaching
out to the work, he was not standing firmly on the floor of the lift and
in addition
the employee was not secured by a safety harness/lanyard. On or about
12/20/96.
ABATEMENT NOTES:
Among other methods,one feasible method to reduce this hazard is to
1   (a) Train the operators to comply with the ANSI standard A92.6-1979
section 14.2.6
which states,personnel shall maintain a firm footing on the platform while
working theron unless
they are secured by safety harness/lanyard fixed to manufacturer approved
hard points. Use of
railings or planks,ladders or any other device on the work platform not
conforming to 14.3.3
for achieving additional height shall be prohibited.
